Makes snow overlay on every block, rather than just grass.
!! Does NOT Need Optifine !!
Known Bugs:
1. Snow overlays will z-fight with the block placed on top from viewing at a distance

2. Snow blocks appear a very slight bit of a pixel smaller than the layers
