The Portal is made by making the structure above and then throwing a dragon head in the middle of the structure.
NOTE YOUR DRAGON HEAD WILL BE USED TO MAKE THE PORTAL AND YOU WONT GET IT BACK
To remove the portal you have to throw a bottle of Dragon's Breath in the middle of the already made portal.
No i will not back port this datapack prior 1.13 because that's impossible.
